Yes, the public has a right and duty to file a Recall Petition on a referendum question. But that does not entitle them to add a bond question at the bottom of the Recall Petition.
In 2019, the Charter was amended to say that any spending for Maintenance and Building Projects that exceeds $250,000.00 must go to referendum. Period. The Recall Petition could not be considered. The Board did not write the Petition and could not act on it as written. That simple.
As I stated, if the citizens want to propose a different bond, they need to form a committee, identify spending areas, consider all phases, write a bond, hold public meetings and have formal meetings in each town. That was the process the Board had to follow.
Many have had plenty to say but never at meetings or when the process is underway. No time to attend meetings, but plenty of time to sit at the keyboard and tell everyone who was at the meetings of all their shortcomings and how they are not doing it right.
